고령화에 따른 돌봄의 양․질적 수요 증가는 지속가능한 노인돌봄서비스의 중요성을 제기하며 돌봄조직과 인력의 역량, 즉 돌봄숙련의 문제를 제기함. ‘저평가된 돌봄가치에 기반한 서비스 인식’과 ‘안전사고와 영리행위 규제에 초점을 맞춘 규제체계’가 획일화되고 경직된 돌봄서비스 제공을 지배적인 사업모델로 자리잡게 함. 한편 돌봄기관과 돌봄인력이 전문성과 숙련향상에 기반하여 유연하고 효과적인 돌봄을 제공할 수 있는 역량 향상 기회는 축소됨. 돌봄기관의 조직역량과 돌봄 인력의 숙련을 향상시키기 위해 이를 지원하고 촉진하는 숙련형성체제의 재편이 필요.

The increase in qualitative and quantitative demand for care as a result of population aging has shed light on the importance of sustainable elderly care services and the need to improve the competency or proficiency of care-related organizations and workers. “Service mindset based on the underappreciated value of care” and “regulations focused on preventing accidents and keeping profit-making activities in check” have resulted in more uniform and rigid care services, while reducing opportunities for care-related organizations and workers to enhance their expertise and competency to provide versatile and effective care. The proficiency cultivation system must be realigned to better promote and support improvement in the competency of care-related organizations and the proficiency of workers.
