As the course-based national technical qualification system gradually expands in scale, there is a need both to review the system’s performance and to refine the strategy for its diffusion. The central perception identified in this analysis among companies that have hired holders of course-based qualifications is that, although their awareness of the system was low before hiring, their satisfaction and their willingness to recommend hiring such holders proved very high after the experience of employing them. The hiring companies reported that holders of course-based qualifications require less time to adapt to the workplace and shorter retraining periods, and they assessed that—for predicting job performance—whether a person holds a course-based qualification is more useful information than that person’s level of education. Accordingly, the policy focus needs to shift away from “enhancing the system’s performance” and toward “removing the factors that hinder its diffusion (insufficient awareness and understanding),” and to be oriented toward improving the way information is provided so that companies can readily understand the content and outcomes of course-based qualifications.
