The
efficiency of policy implementation needs to be considered and changes in the
policy environment at the time of implementation must be forecasted when
establishing macroscopic policies such as basic plans for the development of
vocational training. The importance of forecasting changes in the policy
environment has especially become ever more important when the economy and the
society, including the labor market, were reorganized drastically due to
COVID-19 during the implementation of the Fourth Basic Plan for
the Development of Vocational Competency (2023-2027). The new normal
(remote work, expertise and fields of interest), a discord between growth and
employment, forward-looking demand for manpower (new technologies such as AI
and automation), and the acceleration of digital transformation are major
keywords that identify vital environmental factors that should be examined when
implementing the Fourth Basic Plan for the Development of Vocational
Competency. Therefore, this chapter aims to lay out policy environmental
factors that need to be considered when establishing the Fourth Basic Plan for
the Development of Vocational Competency from supply, demand, and training
