Viewing AI as a core technology that operates across society as a whole and as a starting point for development, innovation, and production, Germany established a National AI Strategy (Nationale KIStrategie) at the federal-government level on 15 November 2018. The aim of this National AI Strategy is to strengthen Germany’s standing as a global leader in the research, development, and application of AI  (“AI made in Germany”). The strategy was updated in December 2020 to respond to newly emerging  demands arising from a changing environment. In particular, a range of initiatives were undertaken 
around themes such as the pandemic, sustainability, environmental and climate protection, and domestic and international networking. The National AI Strategy is organized into twelve fields of action 
(Handlungsfelder), of which the field relevant to vocational education and training (VET) is the sixth “Strengthening vocational education and training and attracting skilled workers and specialists.” The core 
of this field is the AI-based transformation of vocational education and training and of the labor market.  The field further holds that basic knowledge of AI must be integrated as an essential component of 
vocational education and training and continuing-education programs (Die Bundesregierung, 2018).  Following the 2020 update, in November 2023 the then Federal Ministry of Education and Research (BMBF) drew up an action plan (AI-Aktionsplan) for the National AI Strategy. Then, in 2025, the action plan identified eleven specific fields of action (Handlungsfelder) requiring the most urgent measures and set out plans to invest more than EUR 1.6 billion in AI over the current parliamentary term.
