This research has begun at first time with the cooperation of Korea and France for the close collaboration of the vocational education training research institution with a view to examine the difference with the comparison of the Qualification Systems of the two countries, Korea and France.
The frame of questions proposed to obtain this purpose are following. The result is given with ease only because the Qualification Systems of the two countries have definitely the common and the difference, however, such result has the high possibility showing the only surface difference. Every plan proposed from such result can be also superficial and not applicable. The way to avoid it is to explain the Qualification System with relating it to the social and cultural institution.
It can be simply said that the social and cultural difference of Korea and France is the opposition between the social security system and the family security system. The opposition can be one level lying on the basis of the Qualification System, and the middle level can be supposed to lie, performing the mediating role such as the confliction between education-centralism and industry-centralism, the conflict and the agreement between labor and management, the confliction between the guarantee of the right of the individual and the improvement of the productivity, the opposition between learning and the job experience, and the opposition between upward decision and downward control. The question how the three levels have relation with each other in the complex structure with three levels, can be the frame of the question for the analysis and explanation in the process of this research.
The Surface Level: the recherch cannot help taking notice of only one of a number of phenomena in the society, and this activity makes the direct objective come up to the surface so that the society, the very object of this research, at least in this research can be reconstructed centering on this surface level. The Middle Level: it can provide the existence basis of the elements constituting the phenomenon of the surface level. This has so some flexibility that it requires the continuous searching in the process of the research. The Basis Level: it sets up the limitation on the application to the existence basis on the elements composing the phenomenon of the surface, however, it doesn't exert the influence on the surface level directly and strongly.
With a view to obtain the goal of the research, the six questions - first which tendency the two countries has 'Education-Centralism' or 'Industry-Centralism', second how the conflict or the agreement system between labor and management can be settled down in the Qualification System, third which devices the idea for the individual right has brought forth to the Qualification Systems of the two countries, fourth how far the Qualification Systems of the two countries have admitted the job experience, fifth who and how will set up the qualification, and who and how will determine its condition, sixth with which tendency of the social security system and the family security system the Qualification Systems of the two countries can be in the culture and whether the possibility of the transfer can be or not and what its condition is - are raised and these are made concrete.
As the result the difference between the Qualification System in Korea and in France can be characterized as following.
- the Qualification System centering on education and on industry
- the Qualification System based on the labor-management agreement or led by the expert group.
- qualification-oriented Qualification System and ability-oriented Qualification System
- the Qualification System including an academic degree or not
- the research on the social value admittance of the job experience and the construction of its constitution
- the qualification contract as the special labour contract for the juvenility at the stage of entering the job
- the qualification-creation course by the labor-management agreement and by the leading of the government
- the qualification and the research system of vocational education training
- simple professional vocation degree system and various professional vocation degree system
