  본 연구는 민간자격의 운영 실태를 심층적으로 분석하고, 민간자격관리자 및 정부차원의 민간자격 관리·운영 방안을 마련하는 데 목적이 있다. 연구 목적을 달성하기 위한 구체적인 하위 연구목표는 다음과 같다.
  1) 민간자격 운영 실태를 종합적으로 분석하여 민간자격 관련 정책 수립에 기초자료를 제공한다.
  2) 정부 소관 부처에서 민간자격 질관리에 필요한 민간자격 관리 방안을 제시한다.
  3) 민간자격관리자가 개별 민간자격의 운영에 활용할 수 있는 민간자격 운영 방안을 개발한다.

 This research aims to provide an in-depth analysis of the current state of private sector qualification administration, and to lay out improvement plans for private qualification institutes and related government agencies.
 To this effect, the research firstly analyzes the current state of private qualification administration, application documents for government authorization of the administration of private qualifications in 2000 and 2001, and prior studies on the private sector qualification system.  Secondly, an additional investigation was made into qualification categories insufficiently studied in existing documentation, for a more detailed analysis. Thirdly, both authorized and unauthorized private qualification institutes were surveyed to collect data for analysis and follow-up management of government-authorized private qualifications, as well as requirements for the improvement of administration and follow-up management.  Fourthly, the contents and direction of analysis and recommendations in this research are also based on a conference of experts; the participants being directors from authorized private qualification institutes.  Fifthly, a consultation team comprised of representatives from industries, institutes, related government departments, and training and education centers was formed for deliberations on the role and function of the private sector qualification system and ways to strengthen the accuracy and feasibility of conclusions from the research.  The consultations were conducted to gather suggestions from industries and institutes, and to enhance the efficacy of the research results and related policies.
