  본 연구의 목적은 다음과 같다.
  첫째, 고교 단계 직업교육 개편의 배경과 정책에 대하여 분석하고, 이와 더불어 주요국의 고교 단계 직업교육 개편 배경과 정책을 분석한다.
  둘째, 실업계 고교 개편의 실태와 사례를 분석한다.
  셋째, 실업계 고교 개편 우수사례를 선정 분석한다.
  넷째, 이상의 내용에 기초하여 추후 실업계 고교 개편을 위한 발전적인 개선 방안을 제시한다.

 From the mid- 1990s onwards, the awareness that vocational high schools faced a serious educational crisis forced the preparation and support of various solutions to bring about educational reforms in order to further nurture and improve vocational high schools. Currently, most
vocational high schools are undergoing a thorough reform; these include 48 specialized high schools, 5 integrated high schools as well as 31
academic high schools that have been converted from vocational ones. Furthermore, the scope of the reform of educational subjects has
expanded continuously since 1999. The schools mentioned earlier include not only those having already achieved considerable results or those that have not been so successful in their reform attempts, but also those that are under currently under reform or for which future reform plans exist . Therefore, an analysis and diagnosis of the changes and development of the policies relating to the reform of vocational high schools since 1997 needs to be carried out . Furthermore, comprehensive lessons as well as improvement s to the development of future policy for vocational education need to be drawn. In order to meet these needs, this study intends 1) to diagnose reform policies in vocational education; 2) to analyze detailed cases of some of the major vocational high schools that have undergone reforms and present some of the overall issues that need to be improved. The overall objectives of this study are the following:
The first is to analyze the background and policies of vocational education reform in Korea, and those undertaken in developed countries as well. The second is to analyze the actual conditions and cases of vocational high school reform. The third is to select and analyze successful cases of vocational high school reform. The last objective is, based on the three previous ones, to present potential improvements to vocational high school reform.
 In order to achieve these objectives, such research methods as analysis of relevant document s and data, in- depth interviews with administrators and teachers of vocational high schools, direct observation of classes, holding of professional conferences and policy debates were used.
