As a two- year project from 2002 to 2003, this study aims to develop a comprehensive development and management framework for human capacity building (HCB) for Information Communication and Technology (ICT ) and facilitation of human resource exchanges within Asia Pacific region.
Issues of HCB for ICT workforce and facilitation of human resource mobility require integration of both research and development . It is in this context that this study attempts to develop a model of model where module- based education and training method and sy stematic curriculum and instructional development (SCID) are combined, on - and off- line education and training are integrated, and individual country ' s specific education and training plan is suggested to be designed on the basis of the general framework formulated by this study.
Sources of data for this study were nine papers by nine participant s at APEC ICT Policy Forum held at KRIVET , Sep 25- 26, 2002, jointly organized by researcher in charge of this project and the APEC Studies Association of Korea. Contributors of those papers come from Australia, Canada, Indonesia, New Zealand, Peoples Republic of China, Philippines, Singapore, Vietnam, and Republic of Korea.
In having all the nine paper s drafted on into the directions and level wanted by the project over seer who had proceeded with several rounds of formulating the draft agenda for the policy forum, the researcher of this project has gone through with several occasions of traveling across APEC meetings in both 2001 and 2002.
The following are the major points emphasized by experts met throughout those occasions as well as at the meeting s arranged for by the researcher :
Firstly, selection of some countries out of those 21 APEC member economies is important and critical for the study . Thus, afore-mentioned countries were selected as Australia, Canada, New Zealand, Singapore, and ROK as advanced in ICT field while PRRC and Philippines as somewhere in the middle and both Indonesia and Vietnam as undeveloped.
Secondly , Both Indonesia and Vietnam were targeted by the study to be countries this study aims at providing policy and technical consultation in the field of ICT , but on the basis of their voluntary request .
Thirdly, mutual recognition oriented approach should be avoided because of significance in existence of variety of relevant systems such as education and labor market , accreditation system, and others. As an alternative, construction of a general framework was suggested to be designed for the purpose of making all the ICT less developed member countries formulate their own specific plan based on t도 general framework.
