New training institutes increase rapidly and also, the demand of institute's information rises for helping clients choose which institutes are good for them after the introduction of Skills Development Accounts. However, detailed information needs to judge the training institutes. This is because the training centers that have insufficient competencies for operation increase in comparison with the growth of the number of training institutes. The problem is that it is difficult to use the case of supplementation for improvement of insufficient institutes even though the capacity evaluation has been implemented since 2013. That is why, this study includes drawing policy plan for capacity enhancement through the search theoretically and requirement analysis associated with the capacity. Also, the support model for improvement of the institute’s capacity was developed and this model could contribute to the improvement of the effect of policy through quality management of the Vocational Training as a road map for the actual policy implementation.
