  직업분야의 사립 특성화고는 2002년 현재 16개교가 설립·운영되고 있다. 그러나 특성화 전환 및 유지에 따른 행·재정적 지원이 공립학교에 편중되는 양상이어서 보다 많은 사립학교들이 학교의 특성화 운영으로 진로를 잡아 나가는데 걸림돌로 작용하고 있다. 이에 따라 이 연구에서는 사립 특성화고의 운영 실태 및 성과 등을 점검 분석하고, 사립 실업계 고교가 특성화고로 개편 발전하는데 있어 요구되는 제도적, 법적 장치나 조건들이 무엇인지를 중점 연구하고자 하였다.

  In 2002, there exist only sixteen private specialized high schools, comp ared to 32 public sp ecialized high sch ools. Th e governmental administrative and financial support to specialized schools are biased toward public schools and this hinders setting directions of transformation of private schools into specialized schools. The present study was conducted to analyze the present states and outcomes of private specialized high schools and to examine the system conditions and legal devices needed for private schools to transform into specialized schools, faced with these problems.
The meaning of the introduction of private specialized high schools could be found in the fact that securing autonomy is crucial for private schools to exert their potential as a distinctive school. Innovative and novel ideas, productive educational methods and procedures are the outcomes that could be found when school autonomy is ensured. Therefore, the government should allow private schools to make their own decisions and practice to keep and develop their characteristics. Based on this, it can be stated that implementation of distinctive founding philosophy means specialization of private schools. Accordingly, specialization of private high schools is the rightful conclusion in light to the nature of private schools.
Because the process of implementing distinctive founding philosophy with the maximum autonomy is the process of specialization, future policies on private schools should be made in direction of decreasing control and increasing support.
