As a contemporary society becomes knowledge-based, the importance of policy on human resource development has been increasing. With this, the demand for statistics of human resource development has also been increasing because statistics makes a exact diagnosis of the current status and the results of adopted policy.
Despite of its necessity, statistics of human resource development is inadequate both in quality and in quantity, and there is no HR statistics system arranging and providing the information of statistics of human resource.
Therefore, this study aimed to provide a cornerstone of HR statistics system through formulating a system of HR statistics, presenting the contents of it, and building the database of statistics of human resource.
HR statistics system provides statistics and indicators of school, department information, job information, certificate information, and industrial information for the people including students and parents of students who are users of education, enterprises, government ministries and offices which make a policy, and every kinds of educational institution. Building HR statistics system means making the basis of arranging and providing a systemized HR statistics to users. Accordingly, HR statistics system puts data and indicators of the labor market and education market into a database, provides that timely to users in order to maximize the utilization and circulation of statistical information, and supports the formulation and execution and evaluation of HR resource policy which is related to the education and training and distribution and utilization of HR.
HR index in HR statistics system composed of 6 stages as follows: ① the demographic transition ② the formal school education(primary and secondary education) ③the higher education ④ the transition from school to the labor market ⑤ the labor market ⑥ lifelong learning. And each stage composed of input, output and outcome, environment and structure.
The aim of this HR statistics system is to put every kind of data and indicators related with human resource development into a database, and to make it easy to access and use the statistical information for every user.
To produce this HR statistical system, there are three things to be done. First, statistical data should be converted to a certain type of data which can be put in a database. Total 233 data which are the change of society/economy/education circumstance (53), the primary and secondary education (28), the higher education (73), the transition from school to the labor market (23), the change of the structure of the labor market (19), and lifelong learning (37) are expected to be put in a database. Second, it should be produced to research a converted database on the web site of NHRD-Net at ease. That is, this service would be given by adding new menu on the web site of NHRD-NET which service is now underway. Third, it should be produced to let users decide weight as they want, using Analytic Hierarchy Process. That is, users can make indexes at own discretion including deciding weight, and even can conduct a consistency check. And international comparison between Korea and OECD countries is possible. To increase visual effects, extra components are expected to be introduced in order to make a various type of graphs.
