This study had examined the advent of Green Growth as a new paradigm and presented the direction and tasks for 'fostering and utilizing science and technology talents for Green Growth' since it had regarded that achieving the goal is up to the fostering and utilizing science and technology talents.
For the possibility of Green Growth as a new paradigm, this study regarded that there is a self purifying process in natural ecosystem and a possibility to relieve disorder in human society according to the opinions of Bertalanffy and Krugman in theoretical aspect. Disorder increases in the aspect of physical phenomenon but human society can be transformed into 'sustainable nature-friendly ecosystem' through coexistence with nature and restoring trust among the members of human society.
Also this study had examined the practical possibility of Green Growth along with the importance of emphasizing environmental matters and low-energy consumption that urges to combine Green with Growth and makes the Green Growth possible to be a new paradigm. While low-carbon green-economy on the basis of energy efficiency and new and renewable energy can be sought as a new paradigm, which overcomes growth centered ideology, preoccupying low-carbon high-efficiency can provide another opportunity of growth ironically.
This kind of Green Growth will persue integration, coexistence and friendliness between humans as well as between man and nature. And it will also seek a transformation to the growth that centers technology-intensive and environment-friendly industries from the growth through increasing input in the past. Furthermore, Green Growth is expected to value creativity and ability, to create environment-friendly jobs, and to make it possible for a virtuous circle of environment-growth-distribution.
Among all the elements, this study regarded the fostering and utilizing science and technology talents is the crucial key for achieving Green Growth, and presented a direction of the policy for fostering and utilizing science and technology talents in 'Green Growth' on the basis of analysis on the limit and improvement items of present policy for fostering and utilizing science and technology talents. Meanwhile, besides the direction of the policy for science & technology manpower based on policy evaluation, this study presented the recent trend of major technological changes and reviewed the key manpower training plan for convergence technology corresponding to the trend of convergence technology that is regarded as a major current in the development of green technology.
While the studies for Green Growth are having rapid progress recently, in the middle of insufficient theoretical examination for Green Growth and insufficient number of studies for related manpower training, this study can be regarded as an attempt responding to the insufficiency. Particularly, this study tried to motivate the development and spread of convergence technology based on green technology, to focus on the fostering and utilizing science and technology talents for the spread of it, and to derive policy guidelines for realizing Green Growth.
However there is certain limitation in this study. It has not been fully connected to practical samples or policy development since it covers too broad areas of discussion. For the discussion in more practical level and policy development, it is necessary to lower the analysis level for the study on a practical object which will be continued in the following study.
