The main purpose of this study is to analyze the important issues that concern using augmented and virtual reality(AR/VR) for vocational education and to suggest a policy agenda. Towards this end, firstly, we conducted literature review, interviews with expert group consisting of vocational school teachers, AR/VR specialists. Second, a Delphi method was used to identify and validate the issues. From the result of this study, we confirmed that there are 34 detailed issues for vocational education with AR/VR and categorized the issues as three steps: (a) the preparation step, (b) the introduction step, and (c) the utilization step. Specifically, the preparation step issues consist of two sub categories: (a-1) reviewing in advance, and (a-2) considering field which needs the AR/VR. The introduction step issues were divided with three sub categories: (b-1) securing the cost, (b-2) building a hardware such as network, computer, HMD, etc, and (b-3) developing the AR/VR contents. The utilization step issues also were categorized as three groups: (c-1) the instructional design with AR/VR, (c-2) the management of hardware, and (c-3) the additional demands for AR/VR contents. Based on this study, we suggest policy tasks such as operating the AR/VR model schools in vocational education, implementing the government project on the AR/VR contents development, etc.
