한국의 직업계 고등학교는 일본 및 독일에 비해 기초학력 미달 학생 비율이 높음.
직업계 고등학교의 수학 기초학력 미달 학생 비율이 한국은 2015년 기준으로 15%로, 일본(4%)과 독일(2%)에 비해 확연히 높음. 한편, 일반계 고등학교 학생은 독일 5%, 한국 4%, 일본 3%로서 비교 국가들 간에 큰 차이가 없음.
직업계 고등학교의 과학 기초학력 미달 학생 비율도 2015년 기준으로 한국은 9%이지만, 일본과 독일은 2%에 그침. 
2009년도에 비하여 2015년에 한국의 직업계 고등학교 기초학력 미달 학생 비율이 증가(수학 : 5% → 15%, 과학 : 3% → 9%)한 반면, 독일과 일본은 감소하거나 유지됨.
주당 수업시간 변화를 분석한 결과, 수학 수업시간이 한국의 직업계 고등학교에서는 2009년 202분에서 2015년 141분으로 61분이 감소한 반면, 독일은 수학 수업시간이 167분에서 182분으로 15분 증가함.

Korean vocational high schools have a larger percentage of students lacking basic academic skills than their Japanese and German counterparts.
The proportion of students without sufficient basic math skills at Korean vocational high schools stood at 15% in 2015, which is far higher than in Japan (4%) and Germany (2%). By contrast, the figure for regular high schools is more or less the same across the three countries, with 5% for Germany, 4% for Korea, and 3% for Japan.
The share of students lacking basic science skills at Korean vocational high schools was 9% in 2015, whereas the figure for Japan and Germany was a mere 2%.
The proportion of students lacking basic academic skills at Korean vocational high schools rose between 2009 and 2015 (math: 5% → 15%, science: 3% → 9%) but the figure dropped or remained unchanged for Germany and Japan.
An analysis of weekly class hours shows that the figure for math at Korean vocational high schools fell by 61 minutes from 202 in 2009 to 141 in 2015 but the figure for math in Germany rose by 15 minutes from 167 to 182.
