학습근로자의 근속률 강화를 위해 1) 참여 기업에게 병역특례지정 혜택을 확대하고, 2) 학습근로자가 해당기업에서 전문가로 성장할 수 있는 구체적인 경력개발 모델을 제시하는 등의 방안이 필요함.
