○ Since the launch of the National Competency Standards (NCS) in 2013, at least one revision had been made to 747 occupations by 2020 and occupations additions have been concentrated in emerging industries. In contrast, the NCS learning modules have been updated for only 264 occupations.
○ For more than 50% of these occupations, there is a mismatch between the NCS occupation and learning module versions. Thus, the NCS learning modules are unsuitable for education and training.
○ A consultative body, as well as an update plan to link the NCS and the NCS learning modules, should be added to the current organizational structure, which dualizes the NCS and the learning module departments.
○ To improve and effectively manage the NCS and NCS learning modules, a shift from the existing government-led operating system to an industry-led approach is necessary.
