○ Approximately 14% of all corporations will be affected by policy changes reducing the minimum training time for business owners’ collective vocational training.
○ Approximately 13% of all corporations are affected entities, which could not provide training or failed to receive reimbursements due to minimum training time regulations. Training time at affected corporations was relatively shorter than unaffected corporations, making them more susceptible to policy changes.
○ In general, more corporations are affected by minimum training times as they are smaller in size.
○ Positive responses on the possibility of increased training following regulatory changes were relatively higher among affected corporations than unaffected corporations.
○ Relaxed regulation of minimum training time, which has been in place since its amendment in 2005, will provide greater selection of training programs for corporations and employees, as well as wider participation resulting from reduced burdens. Such changes are expected to expand the welfare across all of society.
