사회서비스 일자리는 우리나라 일자리 정책의 중요한 축으로 자리매김해 왔으나, 양질의 일자리와 서비스로 이어지는 경로를 형성하지 못함. 사회서비스 산업에서는 주로 여성 및 중장년층이 종사하는 일자리 비중이 높으며, 상대적으로 학력 수준이 높은 편이지만 이것이 높은 임금과 고용안정으로 이어지지 못함. 사회서비스 산업의 일자리와 숙련에 나타난 특징은 사회서비스 근로자의 숙련에 대한 투자가 낮을 가능성을 시사하지만, 사회서비스 산업의 특성상 자격제도에 기초하고 있다는 점에 따라 비교적 활발한 교육훈련 참여 추이를 보이고 있음. 사회서비스 산업의 높은 이직률, 저임금, 저숙련, 저생산성의 특성은 정부가 교육훈련에 대한 책임을 확대할 필요가 있음을 시사함. 정부 주도의 교육훈련은 일자리의 질 개선과 연계하여 자격의 현장 수요 반영이 강화되고 종사자에 대한 실질적 처우개선을 위한 장기적 과제 속에서 그 방향을 설정해야 함.

Employment in the social services industry has been the backbone of Korea’s employment policies; however, it did not advance into creating jobs and services of decent quality. Occupations in the social services industry are mostly dominated by female and middle-aged workers. While their level of education is relatively high, it did not lead to higher wages and stable employment. Characteristics of employment in and skills for the social services industry indicate that investment in skill acquisition is likely low; however, workers show relatively active participation in educational training, given that the industry is heavily license-based. Characteristics such as high turnover rates, low income levels, low-skilled workers, and low productivity of the industry suggest that the government needs to take the initiative in providing more educational training. Government-initiated education training must lead to an improved quality of employment in the industry. In addition, its direction needs to be set by reflecting realistic demands for licenses and understanding the long-term process of promoting better treatment of social services workers.
