Scholars had dicussed workfare poicies and public employment service(PES) separately. But workfare poicies and public employment service are interdependent. This study analyzed tje level and contents of PES that workfare policies demand.
Especially, this study focused that the functions of PES historically operate differently of PES were job broking and the management of unemployment benefits. Since the middle of the 20th century, labor market information and labor market adjustment program have taken important position.
In Korea since departure of Kim Dae-Jung Administration workfare policies were declared as nation's central policies. In relation to this point we discussed the following subjects: the precondition of workfare policies, necessity of integrate approach, decentralization, pratnership of private and public sector, expansion of labor market information system, investment magnification of PES.
