The purpose of this study was to develop the alternatives to restructure the vocational education laws related to eduction and human resource development. For the purpose, researchers carried out literature review about vocational education model, laws and their related reports, comparatively analyzed the specific domestic and foreign legislative cases, held a public hearing on the interim reports and validated the strategies for consolidating the vocational education law with the advices of vocational education expert panel.
As a result, this study suggested the vocational education model to promote national human resource development, the legal system consolidation principles on education and NHRD, and five basic orientations for the consolidation and several specific consolidating strategies in terms of form and contents.
The basic orientations were as follows: ① to reflect vocation and vocational education related doctrines of the constitution, ② to embody vocational education principles of the education organic law, ③ to solve urgent tasks of vocational education, ④ to enhance the effectiveness of vocational education legal system, ⑤ to implicate foreign countries' trends of vocational education laws. Specific consolidating strategies in terms of law form were ① to clear up the relationship among the vocational education related terms, ② to systemize the vocational education laws, ③ to consolidate the other ministries' vocational education laws. Specific consolidating strategies in terms of law contents were as follows: ① as of human resource education and training, to expand the scope of subject and contents, to reflect the workplace's current needs, and to enhance the instructional method based on exercise, ② as of human resource application, to enlarge the scope of the certification and qualification, and to systematically vocational guidance in schools, ③ as of infrastructure, to expand the opportunities of vocational education, to promote the investment for vocational education, to secure the accountability, and to activate the exchange among vocational institutes.
Additionally, this study recommended some perspectives for the development of vocational education legal system and its related future works.
