Abstract
 The purpose of this study is to present program development model of entrepreneurship education for setting up a guide which program developers in institute for entrepreneurship education can consult for preparing and implementing entrepreneurship education systematically. For this, literatures about program development for adults and entrepreneurship education program development for adults were reviewed. Also, interview was done. 
 Based on these literature review and interview with program developers in institute for entrepreneurship education, program development model of entrepreneurship education was organized for three stages like planning, designing and implementing, and evaluating. Each stage was composed of sub-processes.
 Program planning stage was consist of assessing needs, catching target group, analyzing goal of institute, analyzing needs of community and learners, grasping specific characteristics of learners, confirming participation motivation and an obstacle of participation, analyzing similar programs of other institutes, setting a criterion for needs ranking, analyzing needs systematically, deciding entrepreneurship education program, defining program goals, framing program, planning budgeting, establishing public information strategy, and setting evaluation plan. 
 And program designing and implementing stage was composed of selecting and organizing contents, deciding subjects and setting objectives of them, deciding contents and ranking of subjects, selecting teaching and learning method, settling period and timing of program, settling date and lecturer, deciding program schedule and fee, setting places and equipment, requesting syllabus for subject, selecting or developing texts, marketing program and beginning enrollment, and managing students and lecturers.
 In addition, program evaluation stage was formed for carrying out program evaluation, using evaluation results for program improvement, confirming starting business, and constructing database of lecturers.
