This study was to suggest a theoretical model to establish elder learning center at higher educational institutes and give resources to develop programs for older learners. This study searched some valuable cases to give some suggestions for managing Korean elder learning centers at a community and an elder learning center affiliated with university. For the purpose of the study, this study analysed older people's university, elder college, self-directed study circle, and elder's technical school. Based on the analysis of these institutions, this study investigated what elder learning centers were doing in japan focusing on the programs for the elder. It also worked to analyse the characteristics of the participants of the elder learning center in a community supporting from local government and an elder's university supporting from the government and higher educational sector. The result of the study found that the paradigm of learning for the older and management of the programs was shifting:
1) The program focused from learners as an individuals to as a social group; 2) An elder learning center tried to fulfill from individual educational needs to better life or self satisfaction of their life; 3) Finally, elder learning programs did not consider older as dependent object. They treated older learners as independent being who had their own learning purpose and abilities to complete their learning.
