Implementation of e-Learning in Korean Universities have been initiated with government policy and school administrators so far. It has caused to implement e-Learning regardless of the needs of faculty and students. The purpose of the study was to analyze the needs of faculty and students regarding e-Learning and to provide policy implications about the government led “e-Learning support center”policy in terms of regional human resource development. For the purpose, the previous research regarding college e-Learning were analyzed and summarized implications for the current study. Then the researcher conducted a survey to the faculty and students who participated in e-Learning courses in the Jeju and the KyoungNam regional e-Learning support center. In the research conclusion, suggestions were provided about a direction of e-Learning implementation based on faculty and students needs and a way of contributing to regional human resource development.
