본 연구에서는 사회 위험과 정부 지원 필요성에 대한 인식이 실업부조와 개인 훈련 계좌의 정책 선호에 미치는 영향을 파악하고자 실업부조의 엄격성과 관대성, 개인훈련계좌의 포괄성과 선별성을 기준으로 네 개의 정책 조합을 제시한 후, 개인의 선호 요인을 분석하였다. 분석 결과, 전반적으로 현재 제도 조합인 엄격한 실업부조와 관대한 개인훈련계좌 조합에 대한 선호가 가장 높았다. 정책 조합 선호에 대한 결정요인을 다항로짓모형으로 분석한 결과에서는 새로운 사회 위험에 대한 인식 수준이 높을수록 관대한 실업부조와 포괄적인 개인훈련계좌에 대한 선호가 높은 것으로 나타났다. 또한 정부 지원 필요성에 긍정적으로 응답할 때에도 상대적으로 실업부조와 개인 훈련계좌의 적용 대상과 범위를 확대하는 방안에 찬성하는 비중이 높았다. 이러한 결과는 향후 중층적 고용안전망 강화와 개인의 직업능력 향상 투자에 있어 새로운 사회 위험과 정부 지원에 대한 인식을 파악하여 제도의 정합성을 확보할 필요가 있음을 시사한다. 

This study analyzes how perceptions of social risk and government support affect policy preferences regarding the linkages between unemployment assistance and individual training account schemes. The results show that higher perceptions of new social risks increase preferences for generous unemployment and comprehensive individual training schemes and that support for government intervention increases the preference for enlarging targets and the scope of the unemployment safety net and individual training schemes. This study suggests that investment in multi-layer employment safety nets and individual training schemes accompany perceptions of new social risks and government support and that better solutions are designed to secure policy alliances for deep and wide social safety nets.
