이 연구는 청년일자리정책에 대한 효과 검증을 취업성공패키지와 청년구직활동지원금이 국민취업지원제도로 통합되는 제도 변화에 주목하여 분석하였다. 정책성과는 미취업자의 경우 취업준비시간을, 취업자의 경우 괜찮은 일자리 여부로 측정하였다. 분석방법으로는 실험집단과 비교집단을 유사한 개인적 특성을 가진 집단으로 구성해 실험처치에 의한 고유한 효과를 도출해 내기 위해 성향점수매칭 방법을 활용하였다. 이어서 분석 결과의 강건성을 파악하기 위해 의사패널 방법을 사용하였다.  
미취업자를 대상으로 취업준비 시간에 미친 영향을 분석한 결과, 청년 일자리정책 참여자가 미참여자에 비해 통계적으로 유의미하게 정(+)의 효과가 있음을 보여주었다. 취업성공패키지 참여자를 제외하고 국민취업지원제도 참여자만을 대상으로 했을 때 통계적으로 유의미한 결과를 보여주지 않았다. 취업자를 대상으로 괜찮은 일자리 여부에 미친 영향을 분석한 결과, 취업성공패키지와 국민취업지원제도 모두 통계적으로 유의미한 효과를 보여주지 않았다. 이러한 연구결과를 바탕으로 정책적 시사점을 제시하였다. 

This study analyzed the effects of youth employment policies by examining the integration of the Employment Success Package (ESP) and Youth Job Search Activity Support (YJSAS) Fund into the National Employment Support System (NESS). Policy outcomes were measured by the amount of time spent on job preparation for unemployed individuals and the quality of employment for employed individuals. The analysis employed Propensity Score Matching to construct experimental and control groups with similar personal characteristics to determine the unique effects of the treatment.
The analysis for unemployed individuals revealed statistically significant positive effects of participation in youth employment policies compared to non-participants. However, when focusing solely on the NESS participants and excluding the ESP participants (including the YJSAS), no statistically significant results were found. The analysis of employed individuals showed that neither ESP nor NESS had statistically significant effects. Based on these findings, we suggest several policy implications.
