With the implementation of the 'Act on Support for Apprenticeship in the Workplace,’ Korean apprenticeship qualification has been recognized as a national qualification issued by the Minister of Employment and Labor. Although the Korean apprenticeship qualification is designed as an advanced and modernized qualification, many aspects have considerable limitations, such as the number of participants, social awareness, and vulnerability of individual legal bases. In this study, the idea of a positioning strategy was introduced as an integrated analysis of five vocational qualifications: national technical qualifications (test evaluation/process evaluation), nationally authorized private qualifications, registered private qualifications, and overseas vocational qualifications. Multidimensional Scaling (MDS) was used to implement this visually.
As a result, six optional attributes were derived from prior studies on vocational training policy selection. From this, competitive relationships and similarities are drawn, and practical ways to strengthen the effectiveness of the Korean apprentice system are presented.
