As the industrial environment changes and population decreases, cultivating excellent human resources is an essential factor for the survival of companies. In this study, we linked a company's investment in education and training and participation in the employer's vocational competency development project and analyzed the characteristics of each group according to the investment and the employer's participation in the project. Additionally, by utilizing the key variables shown in the characteristics of each group, company-level performance (effects of human resource development activities: employee job ability, labor productivity, company image, employee motivation, and employee turnover prevention) and individual-level performance (impact on job satisfaction and organizational commitment) were examined through multiple regression analysis and hierarchical linear models, respectively. The primary findings indicate that the the employer's vocational competency development project had a significantly positive impact on employee job skills, labor productivity, and the prevention of employee turnover at the company level. Additionally, it positively influenced organizational commitment at the individual level.
