본 연구의 목적은 그간 정부가 추진했던 일터혁신 지원사업이 중소기업의 일터혁신을 얼마나 촉진했는지를 분석하는 것이다. 이를 위해 본 연구는 중소기업 530개(수진기업 269개, 비수진기업 261개)를 대상으로 회귀분석을 실시하여 비수진기업과의 비교 하에 수진기업에서의 일터혁신 차이를 분석하였다. 통계분석 결과, 중소기업에서 협력적 노사관계의 평균이 3.60점으로 가장 높았고 고숙련 인적자원개발(3.32)>참여적 작업조직(3.30)>고몰입 인적자원관리(3.28)의 순으로 나타났다. 일터혁신 구성요소 간의 연계성을 나타내는 일터혁신 묶음의 평균은 3.38점이었다. 정부지원의 산출부가성에 대한 검증결과를 보면 정부의 일터혁신 컨설팅을 지원받은 수진기업은 비수진기업에 비해 협력적 노사관계, 참여적 작업조직, 고숙련 인적자원개발, 고몰입 인적자원관리 그리고 구성요소 간의 연계성을 나타내는 일터혁신 묶음에서 유의미하게 더 높은 수준을 보였다. 이러한 연구 결과는 중소기업의 일터혁신에 대한 정부지원이 실제로 긍정적 효과를 산출하고 있다는 점을 보여준다. 

This study aimed to verify the effect of government support on workplace innovation in Korean SMEs. To this end, a triangulation method combining case analysis and statistical analysis was used. The research findings are summarized as follows: In the early stages, government support for workplace innovation focused on education and consulting, initiated at a pilot level by the Korea Labor Education Institute and the New Paradigm Center. In the maturity stage, the workplace innovation support project gradually expanded, promoting labor-management cooperative workplace innovation, moving beyond corporate-centered initiatives such as improving labor productivity. The verification of the output additionality of government support revealed that government consulting support was associated with significantly higher levels of cooperative labor-management relations, high-participating work organizations, high-skilled human resource development, high-commitment human resource management, and the institutionalization of workplace innovation bundles that show connections between components.
