 본 연구는 대졸 청년이 실업자 직업훈련인 내일배움카드제에 참여한 경험이 취업성과에 영향을 미치는지를 실증분석 하였다. 분석을 위해, 2016년 대졸자직업이동경로조사 자료를 활용하였으며, 로지스틱 회귀분석과 두 집단 간 성향점수매칭(PSM) 후 차이분석을 통해 취업성과를 규명하였다. 분석결과, 대졸 청년의 내일배움카드제 참여는 취업에 통계적으로 유의미한 영향을 미치지 못하는 것으로 나타났으며, 취업 후 일자리의 질적 지표인 임금수준과 직장만족도에서도 참여집단이 비참여집단에 비해 성과가 낮은 것으로 나타났다. 이와 같은 결과는 직업훈련이 취업에 긍정적인 영향을 미친다는 상당수 선행연구와 다른 결과이며, 노동에 대한 대가를 적절하게 보상하는 보상체계의 재편과 함께 산업현장의 수요에 부응하도록 직업훈련체계를 획기적으로 개편할 필요가 있다는 정책적 함의를 제공한다.

 The Tomorrow Learning Card system, which is one of several vocational training programs, appears to be ineffective in both the quantity and quality of jobs. The finding differs from previous studies, which report that vocational training programs positively affect employment opportunities and job quality. This ineffectiveness is because the current vocational training system lags behind technological changes, and  low-skilled vocational training programs are more active than high-skilled ones. With this vocational training system, it is hard to make the vulnerable groups move up to the primary labor market. The paradigm of the policy should be changed fundamentally to innovate the vocational training system in accordance with the rapidly changing industry and the labor market environment.
