The current education and re-education system of R&D personnel in economic, humanities and social sciences has various problems in terms of effectiveness. The training of research personnel is sporadically and autonomously done in a few institutions, and research management and legal education are mainly focused on it, so there is no education program linked to career management of R&D personnel.
Therefore, the necessity of accumulating the relevant competency and making the operation more efficient through deriving the integration and operation plan of R&D manpower education of the research institutes that are operated sporadically and individually is being raised. It is necessary to develop a comprehensive system in consideration of the aggregate demand and to consider the establishment of a systematic education and training institution.
To this end, a joint operation committee for the development of education & training programs was formed, an active education participation strategy was established such as reflecting the results of participation in institutional evaluation items, and a human resources development center, a dedicated training institution for members of National Research Council for Economics, humanities and Social Sciences(NRC) and NRC-affiliated Government-funded Research Institutes, was established.
