In this study, I analyzed the actual condition of qualification acquisition for young college graduates, diagnosed the effectiveness and fairness of qualification as a recruitment tool and derived policy implications. Based on the econometric analysis method, I found following results.
Firstly, college graduates showed the characteristics of qualification acquisition that increasing the number of private qualifications and decreasing the number of national technical qualification, and the main purpose of qualification acquisition was employment. Secondly, I was not able to find any significant correlation between household income and youth qualifications acquisition and this means that qualification could be considered as a fair recruitment tools in general. In addition, based on the subjective satisfaction evaluation of the qualification holders, qualifications also served as a increasing factors for qualification holders satisfaction. Finally, it was concluded that qualification was considered as a fair and effective recruitment tool for young college graduates. To enhance the credibility of the overall qualification system, it was necessary to expand the infrastructure such as effectiveness evaluation tools by qualifications, developing credential information on qualification and information system on qualification.
